A little more flower has decided to show its beauty
About 5ft tall right now.
I'll give it some FPJ and OHN soon, see if some natural growth hormones makes it even bigger

That looks like some sort of fungus issue a little like you get with roses sometimes.
I have used Apple Cider Vinegar and bicarbonate of soda with success on roses. Maybe a cheap option if you have any of that. Or any white vinegar or something.

Could be a simple deficiency
Just looked similar to some fungal problem an old rose had.
Maybe @GHO may know?
