I count from flip ie 12/12 BUT any breeders recommend time is from about 2 weeks or first show of flower imho.
The quieter you become, the more you are able to hear.

I count from when the lights have been switched over but I suppose plants don't react to photoperiod straight away.

I suppose the florigen is changing the plants behaviour. I've not got much experience but I started the plants to change after about a week of the photoperiod being changed. The GBOG were done within the specified time from when thr lights were switched so I reckon they consider the photoperiod change as the beginning of the flower period.
