I don't know what a biscuit qualifies as in uk terms lol.

Technically a biscuit is like a cookie, but baked twice.

First of all you take the cookie that was baked once out on a date, charm it a bit and then smoke a bowl with it. Therefore "Twice Baked" :idn:
